Of course, the very best and massively overpowered shinobi aren’t available from the start of Naruto Shippuden: Ultimate Ninja Storm 4, requiring some effort for you to get your hands on them. There’s more ninja here per square meter than there are Deadpool cosplayers at any given time at a comic book convention. With dozens of Shinobi doing that very weird run where their arms flail at the side, you’re spoilt for choice in Naruto Shippuden: Ultimate Ninja Storm 4.
